Developing innovation strategy
An experienced policy analyst, strategist and evaluator working on research and innovation development and management. Extensive experience in education, information technology, and science and technology over three decades, gained in Botswana, South Africa and the United Kingdom. Highly motivated as a single consultant and as leader of project teams, operating well under pressure and in complex environments. Significant contributor to national Education and Innovation policy. Excellent communication and writing skills. Author and co-author of numerous peer-reviewed publications and research reports. A mathematical physicist (PhD, London) with a Masters degree in education policy, planning and management, his expertise spans both the natural and social sciences. Professor Extraordinaire at Tshwane University of Technology, Research Fellow at the National Research Foundation, and Research Fellow at Stellenbosch University.

Experience
Over 1977 to 1990 was lecturer and Head of the Department of Science and Mathematics Education, University of Botswana attaining the rank of Associate Professor. After returning home in 1990 worked in the MDM, NGO sector, government, and universities. This work included Education Policy for the ANC, the design of the National Research and Foresight Study, writing the Foresight Synopsis, and authoring the White Paper on Arts and Culture. Led the development of an Information System Strategy for the Gauteng Provincial Government. In 1998 introduced Balanced Scorecard methodology to the government science research councils, a first for South Africa.  

Over 1999 to 2002 was Professor at the University of Cape Town and adviser to the Minister of Education. In the latter role developed strategies for improving science and mathematics education, and information technology in schooling.  From 2002-2008 re-established South Africa’s competence in science and technology indicators as Executive Director of Knowledge Systems at the Human Sciences Research Council. Also served as adviser to the Minister of Science and Technology for two years.

Prof. Kahn is an elected member of the South African Academy of Sciences, serves on the advisory board of the journal Research Policy, is a former board member of the Agriculture Research Council and has represented South Africa at various OECD science policy structures.
